QBabbel is released under the terms of the GPL license, which can be found in the file COPYING which comes with this package.
When started, QBabbel listens for incoming RTP and RTCP packets at ports 5000 and 5001. All incoming packets will be accepted. It immediately starts sending data to the specified IP address and portbase. The program uses the GSM compression component of the JVOIPLIB library.
You can test the program by sending your data to yourself, like this: ./qbabbel 127.0.0.1 5000
